The Scottish prodigy has had a breakout season, appearing in 33 games across all competitions.
And the Reds are hopeful of landing the right-back for a bargain £4 million cost ahead of a possible summer transfer to Anfield.
Ramsay is eager to make the move, and a deal might be finalized before the end of the week.
In April, the 18-year-old was named Young Player of the Year by the Scottish Football Writers Association.
Ramsay has also represented his country at the Under-21 level three times.
Ramsay is expected to serve as a back-up to first-team star Trent Alexander-Arnold, with the club evidently hoping he can replicate the effect of fellow countryman Andy Robertson, who has shone at left back since joining from Hull.
